Excellence model should be redefined
proportional to resistance economy
Eng. Shafei, the deputy minister of
industry, mines, and trade, as well as the chairman of the board of directors
of the Industrial Development and Renovation Organization of Iran (IDRO) who
had addressed the 11th national conference on organizational excellence and
superiority emphasized the need to adopt a modern approach to redefine the
model of excellence in economic enterprises based on the economy of resistance.
In the beginning of the conference, Eng. Shafei congratulated the
national day of engineering and honored 1400 martyred engineers, including the
martyred nuclear scientists. Excellence and superiority in our culture is
defined based on a number of values, such as truthfulness and honesty with
beneficiaries, confidence, personal ad social accountability, management
commitment, and attempt toward improvement.
He reiterated the need for economic enterprises to be accountable
before the society, if people feel that their concerns are as the same as the
concerns of economic enterprises, managers, and employees, they will certainly
be proud of the economic enterprises and believe that they have own shares in
establishing such a link with managers and employees.
Regarding the need for making effort toward continuous progress,
Eng. Shafei referred to a saying from Hazrat Ali (AS), who said: “The one who
spends two days the same will be a loser.” This issue highlights the importance
of daily attempt by economic enterprises to improve quality of their products
and goods constantly and update their services, Shafei noted.
During the past ten years, numerous prizes have been awarded to
economic enterprises for organizational excellence, he said, adding that it is
good to study the effects of offering the prizes in all aspects. Of course, the
inflation rate should be taken into account in the studies, he said.
Eng. Shafei made a comparison between different models of excellence
in the U.S., Europe, and Japan with models of excellence in Iran, saying that
the models are not dissimilar to each other notably. But, the question is why
the prizes which are offered for organizational excellence in Iran have not
been effective greatly in the national economic progress? Of course, a part of
the problems is related to the international sanctions. But, the role of
managerial methods and the method of national management should not be
disregarded in emerging the problems.
The deputy minister of industry, mines, and trade went on to say
that the models are sufficient in ordinary situation. But, the situation is not
ordinary in the country. Although nuclear negotiations with the West have
progressed, but reaching a final agreement may take time. We should develop
special models if the sanctions are continued, he noted.
Shafei further said that during the past eight years, the
country’s has gained $700 billion in oil revenues. Such a huge income should
have led to a fundamental development in the country. This is while Brazil has
developed its national economy through spending $124 billion. Of course, the
dollar purchasing power was at that time was different with the present. But,
it could be expected that the national economy may be developed using the
mentioned income.
He referred to statistics about the national economy, saying that
despite a forecast of 8 percent growth in the fifth five-year development plan,
the national economy shrank by 1.2 percent during the past two years. Also, the
inflation rate was 39 percent in the first half of the current year and the
volume of liquidity hit 5000 trillion rials. The jobless rate was reported to
be 13 percent in the past year.
The chairman of the board of directors of the Industrial Development
and Renovation Organization of Iran emphasized the need to take measures to
realize goals of the resistance economy. To this end, indices of organizational
excellence assessment should be paid attention based on policies of the
resistance economy in the leadership level of economic enterprises, he said.
Expansion of entrepreneurship, growth of capital return and
production factors, innovation in production, enhancement of domestic
production, and improvement of consumption patterns are among the main policies
which are proposed to be adopted in line with the resistance economy in
economic enterprises, Shafei said.
To conclude his remarks, Shafei said that the resistance economy
does not mean economic contraction. It means that the domestic production should
be paid attention. First, managers and employees of economic enterprises should
change their minds in order to be followed by others, he added.
It should be noted
that the 11th national conference of organizational excellence was participated
by 89 companies to assess the national excellence award. A company received the
golden statue, eight companies received silver statues, and 43 companies
received plaques of honors.
