Industrial Development and Renovation Organization of Iran Mission, Strategies, and Outlook
Abolfazl Kiyani BakhtiyariIDRO director for strategic planning and budgetingThe Industrial Development and Renovation Organization of Iran (IDRO) was established in 1967 as a developmental, holding, and independent entity, having a special charter and with the goal of speeding up the country’s industrialization process through participating in the expansion and renovation of industries. Through establishing large and key industries, which were highly important for the country at that time and the private sector was unable to establish such large industries due to its financial deficiency, high risk, and late-yielding nature of such projects, the organization has been taking the responsibility of paving the way and supporting the private sector to implement industrial development plans.In other words, the organization provided the opportunity for the private sector to be expanded through establishing and developing industrial units and transferring them to the private sector. Reviewing activities of the Industrial Development and Renovation Organization of Iran in recent years and its considerable services in the national economy, a large section of the infrastructure which has been established in industrial clusters is due to activities of the organization. Activities of IDRO over the past years indicate a diversity of projects in large scale which were implemented in a wide range from general contracting to advanced industries. Engagement in implementation, supervision over implementation, and transferring executive arms in general contracting projects, cost effectiveness of activities, and transferring specialized companies in advanced industries, while continuing participatory investment, non-attention to investment and commercialization of research activities are among the main challenges IDRO is facing.With frequent changes of environmental conditions, including laws and regulations (implementing the general policies of the Article 44, the civil servants management law, etc.), emerging modern methods and models for industrial development, dynamic macroeconomic plans, and the need to revise them regularly, revising the strategic plan of the organization was put on the agenda.During the revision process, comprehensive studies, such as reviewing the upstream documents and macro strategies of the Ministry of Industry, Mining, and Trade, reviewing studying similar international organizations, modern industrial methods, common duties of developmental organizations, evaluating and investigating previous strategic plans, interviewing beneficiaries and elites insides and outside the organization, and effects of laws and regulations, were carried out with the goal of modifying IDRO’s mission and outlook, based on which future activities, objectives, and macro strategies of the Industrial Development and Renovation Organization of Iran were developed.According to its outlook plan, IDRO is planned to be concentrated on a couple of targeted industries, namely “oil, gas, and petrochemicals (equipments, upstream, and downstream industries), transportation (road, rail, and sea), and modern industries (advanced materials, biotechnology, electronics, microelectronics, IT, and renewable energies). While working on national and regional development, the organization aims to turn Iran into an industrial hub in a host of industries in the region.The organization will define, develop, and implement its annual activities and specialized operations based on the mentioned document, and projects will be carried out according to the national operational plans. To this end, IDRO seeks the participation of the private sector, as well as technological industries, and domestic and foreign investors. The organization has provided the situation for all those who are seeking a reliable and effective investment in industrial development projects of the country.
