Tehran, Baghdad Ink 10 Cooperation Documents
Iranian First Vice President Es’haq Jahangiri and the Iraqi prime minister signed 10 cooperation documents in different fields during the third meeting of the Iran-Iraq high joint commission.The documents were related to commerce, standards, tourism, geology and mining, ecology and preventing from dust storms, animal health and veterinary, road passenger and cargo transport, exhibitions, the memorandum of understanding of the third meeting of the high joint commission, and the joint statement of the high joint commission.A high-ranking delegation, comprised of the minister of industry, mining, and trade, the minister of transport and urban development, the minister of health, treatment, and medical education, the minister of agriculture, the minister of finance and economic affairs, the parliamentary vice president, the director of the cultural heritage, tourism and handicrafts organization, and some deputies and director generals of ministerial departments, accompanied the first vice president.It should be noted that the Iranian delegation, comprised of 50 senior officials, held meetings with their Iraqi counterparts.During the third meeting of the Iran-Iraq high joint commission, Mohammad Reza Ne’matzadeh and his Iraqi officials signed a number of memorandums of understanding in the fields of commerce and geology, as well as dealing with dust storms, and also the cooperation document of the third meeting of the high joint commission.The memorandum of understanding for commercial cooperation has envisaged that the two sides will hold regular meetings of the joint economic committee, will improve banking relations and accept banking guarantees issued by non-sanctioned Iranian banks in order to facilitate the bilateral trade, and will follow up national standards of the two sides and study the possibility of accepting Iranian and Iraqi investigating companies and complete cooperation between chambers of commerce, will sign a free trade agreement according to which Iran will provide Iraq with its needed construction materials and basic goods and will build chain stores in Iraq, and will exchange experience regarding the establishment and the expansion of industrial estates and small and medium industries in Iraq.According to the cooperation document, the two sides agreed to finalize plans to boost tourism cooperation through expanding travels by holding joint meetings, introducing tourism and services companies, and offering facilities for opening tourism agencies, establishing tourism information offices at joint borders, preparing packages containing information for travelers and marketing for tourism purposes through holding tours for travelers, participating in exhibitions and festivals, and broadcasting low-cost advertising programs.They also agreed to increase offering facilities to tourists through issuing group visas and issuing insurances for passengers and tourists, resolving problems related to borders and offering appropriate services to tourists, facilitating transportation and tourism services through providing modern vehicles and improving road infrastructures, and expanding tourism to other sectors, such as medicine, culture, environment, and sport.Based on the memorandum of understanding of the third meeting of the Iran-Iraq high joint commission, the two countries discussed ways to expand cooperation in economic and commercial (trade, customs, free zones, banking, and standards), industry, power, oil, gas, and petrochemicals, transport (rail, road, sea), housing, urban development, water and wastewater, agriculture, science, culture and tourism, health and medical treatment, and environment.Based on the memorandum of understanding in the field of standards, the two sides agreed to exchange information, prepare standards, cooperate on recognizing bylaws mutually and confirming authorities, identify organizations and other bodies mutually, and expand cooperation in the international level through adopting different policies.Based on the third meeting of the Iran-Iraq high joint commission, the two sides reached important agreements on cooperation in banking, healthcare, water and power, urban wastewater, agriculture, customs, and industry sectors.In the field of animal health and veterinary, the two sides agreed to expand cooperation in the field of control, prevention, and improvement of supervisory and healthcare systems for soil and water animals. They also agree to exchange information on imports, exports, special conditions for imports, as well as preventive measure and the method of having access to legal authorities, taking joint measures and establishing a joint committee.Based on the memorandum of understanding on cooperation in the field of road passenger and cargo transport, the two countries vowed to expand cooperation on transportation of passenger and cargo via roads between the two countries agreed to cooperate in transportation of passengers and cargos via their national networks. It was also decided that passengers to be transported between the two countries across the national road networks as approved by each other and cargo to be transported by authorized transportation agencies. Based on the document, it is prohibited to transport passengers or cargos in the other side. During the meeting, Valiollah Afkhami Rad signed a memorandum of understanding with Sarmad Taha Saeed, the managing director Iraqi exhibitions company, according to which the two sides agreed to boost cooperation in the field of sending delegations to international exhibitions which will be held in the other country, holding specialized exhibitions, exchanging information, and issuing visas. Moreover, the two sides agreed to allocate space free of charge, exchange laws and custom laws, and provide necessary facilities, as well as observe requirements of expo exhibitions.
